No. You keep your own rules, by hand or imported from a rate table such as Avalara's free ones, and update them when rates change. That keeps you in control of where you collect.
What about tax-exempt customers?
Mark the customer tax-exempt and their quotes, invoices and store orders carry no tax.
Does a rule change affect invoices I've already sent?
